Sir / Madam,

 

Your letter No. ERC/7-68.11(b).25/2005/3344 dated15 September, 2006 received by us on 26th September, 2006(vide your copy attached).

In reference to your letter I beg to submit the following documents as noted in your letter under above reference for favour of your kind consideration:

 

i.          (a) Legally valid Land Documents (English Version of Sale Deed/Patta.

Kindly note that legally valid Land document (English Version) was submitted to ERC, NCTE on 29 December 2005 when first submitted the application. We do not know why ERC has been demanding this documents again and again. Kindly vide our Webside (syamaprasadinstt.org) where in the total text of the Deed (English Version) is available and may be down loaded. However, we are submitting a hard copy of the same for your kind perusal.

 

            (b) Up-to-date Land Revenue Receipt & Certificate of up-to-date Land Revenue Clearance from the Competent Authority (i.e B.L.L.R.O of the jurisdiction)

 

            (c) Non Encumbrance Certificate from the last 12/15 years from the Competent Govt. Authority of the Land & Land Revenue Dept. i.e. B.L.L.R.O

 

            (d) A certificate of Possession in favour of the Institution from the Tahasildar of the jurisdiction. Kindly note in Bengal, Tahasildar is a Class IV post. B.L.L.R.O. of the jurisdiction is the competent authority to issue such certificate. Naturally, B.L.L.R.O of our jurisdiction, under direction of the District Land & Land Reform Collector has issued certificate of Possession in favour of the Institution as per rule.

 

ii.         An Affidavit on Rs. 100/- stamp paper duly attested by Notary Public stating the precise location of the Land (Village, District, State etc.)

 

 

 

iii.              (1) Location : (Temporary)

 

                  At 5/B, R. Dasgupta Road, Kolkata-700 026. Here the Regd. office of the Society & necessary Infrastructure is existing. It is owned by Syamaprasad College. Syamaprasad College has agreed to spare the entire infrastructure including labs for absolute use of the proposed B.Ed College for a period not exceeding 03 years.

 

                  Vide Memo of Understanding with President, Governing Body, SP College & the Secretary Executive Director, SIAE which is already submitted in original to Eastern Regional Committee on 29.12.2005.

                  Kindly vide NOC (Memo No. 831-Edn(CS) dt. 7, December, 2005) of State Govt. where the Temporary & Permanent site of the proposed B.Ed College has been admitted.

 

                  (2) Location (Permanent)

 

                  7, Raja Rammohan Roy Road, Tollygunge, Kolkata-700 041. Here, the building work is under progress. Nearly 1000 sq.ft has been completed. We want to start the B.Ed programme provisionally at the temporary premises at 5/B R.Dasgupta Road and immediately after the completion of whole Building at the permanent site at 7, Raja Rammohan Roy Road, the proposed B.Ed College shall be shifted to its permanent address.

 

iv.              (a) Total Area in possession :

 

                  Kindly vide Mutation Certificate & Certificate of Possession (Memo No. 6/6711/S/TMB dt. 22.06.2006 issued by B.L.L.R.O of the jurisdiction where in total land area as per Land & Land Revenue Record (Govt. of West Bengal) has been certified.

 

                  (b) Permission of the Competent Authority

 

                  To use the land for educational purpose vide B.L.L.R.O Land Use Certificate (Memo No. 1/1099/S/TMB/06 dt. 25.07.2006) & the Land Conversion Certificate issued by the Collector & B.L.L.R.O South 24 Parganas,Govt. of West Bengal (Memo No. 51A(C) 3312/P/06 dt. 24.07.2006.

 

                  (c) Mode of Possession :

 

                  Ownership basis. Kindly note that the  `SIAE’ (society ) is the mother organ under which different Academic & Social Welfare Programmes are undertaken. The B.Ed programme is to be initiated with SIET under the umbrella of SIAE. Naturally, the requisite Land and / or Infrastructure shall be provided by SIAE (Society).

Dasgupta Road, Police Station- Bhawanipur, Post-Office-Kalighat, Kolkata—700026, do hereby solemnly affirm and say as follows:-

 

1. That I am the Secretary of SYAMA PRASAD INSTITUTE OF ADVANCED EDUCATION (SIAE), a Society incorporate under the Societies Registration Act, having their Registered Office at 5 B, R. Dasgupta Road, Police Station- Bhawanipur, Post-Office-Kalighat, Kolkata—700026, hereinafter referred to as the “SAID SOCIETY” and I am competent and duly authorized to make and affirm this affidavit on behalf of the Said Society.

 

 

 

 

 

 

 

2.         That on the 15th day of December 2003, the Said Society had purchased by a Registered Deed of Conveyance a Plot of Land measuring about 3 (Three) Cottahs 9 (Nine) Chittacks more or less lying and situated at Mouza- Sirity, R. Dag No. 601, now within the Kolkata Municipal Corporation Ward No. 115, being part and portion of Premises No. 8, Raja Ram Mohan Ray Road, Kolkata- 700 041, under Police-Station- Thakurpukur, District- 24- Paraganas (South), morefully mentioned and described in Schedule A hereunder written, from (1) Smt. Keya Majumder, widow of Late Bratindra Mohan Majumdar, (2) Smt. Chadrani Chakraborty, wife of Sri Saumen Chakraborty, (3) Smt. Chandrima Roy, wife of Sri Sumit Roy, the Vendors therein and the said Registered Deed of Conveyance dated 15th day of December 2003, was registered before the Office of the District Sub-Registrar- II, Alipur, South 24- Paragans and recorded in Book No. I, Volume No. I, Pages 728 to 748, Being No. 89, for the year 2004 and further on 9th day of May of 2003, by a Registered Deed of Conveyancethe Said Society as the Purchaser therein, had purchased 2 (Two) Plots of Land measuring about Firstly 01 (One) Bigha 04 (Four) Cottahs 09 (Nine) Chittacks 24(Twenty Four) Square Feet more or less situated and lying at and comprised in and forming part of R. S. Dag No. 603/ 814 recorded in Khatian No. 83, in Mouza- Sirity, J. L. No. 11, Revenue Survey No. 186, Touzi No. 3, Paragans- Magura, under Police-Station-Behala (now Thakurpukur) in the District of 24-Paragans (South). Secondly 01 (One) Bigha 9 (Nine) Cottahs 14(Fourteen) Chittacks 21 (Twenty One) Square Feet more or less situated and lying at and comprised of two several R. S. Dags, bearing Dag No. 598 and 601 recorded in Khatian Nos.647 and 648 respectively in Mouza- Sirity, J. L No. 11, Revenue Survey No. 186, Touzi Nos. 3, 35, 177 and 411 under Police-Station- Behala (now Thakurpukur) in the District of 24- Paraganas South, from (1) Smt. Keya Majumder, widow of Late Bratindra Mohan Majumdar, (2) Smt. Chadrani Chakraborty, wife of Sri Saumen Chakraborty, (3) Smt. Chandrima Roy, wife of Sri Sumit Roy, the Vendors herein, morefully mentioned and described in Schedule B hereunder written, and the said Registered Deed of Conveyance dated 09. 05. 2003 was registered before the Office of the District Sub-Registrar- II, Alipore, South 24- Paraganas and recorded in Book No. I, Volume No. 77, Pages 952 to 963 Being No. 4636, for the year 2004. 

3.         That on 13th day of August, 2004, the Said Society had purchased by a Registered Deed of Conveyance a Plot of Land measuring about 15 (Fifteen) Cottahs 12 (Twelve)

 

Chittacks 27 (Twenty-Seven) Square Feet more or less alonwith exclusive right to use and occupy Common Passage 20’ Feet wide running from East to West together-with Kachha structures 800 Square Feet more or less lying and situated at Mouza- Sirity, R. S. Khatain No. 1103, 1102, 1096, 1109, Dag No.608 (in part), 609 (in part), 599 (in part), 607 (in part), 600 (in part), J. L. No. 11, now within the Kolkata Municipal Corporation Ward No. 115, Premises Nos. 64/56, 64/57, 64/55 (in part), 64/25, 64/24, 64/23, Mahatma Gandhi Road,  Kolkata- 700 041, under Police-Station- Thakurpukur, Post-Office- Paschim Putiary, District- 24- Paraganas (South), morefully mentioned and described in Schedule C hereunder written, from (1) SMT. PAPIYA MITRA, (2) SMT. TANIYA MITRA, (3) MR. RAMAPROSAD MITRA, (4) SMT. CHITRA MITRA, (5) SMT. CHANDRA PAUL, (6) MR. ARUP KUMAR MITRA, (7) MR. RAMAPROSANNA MITRA MITRA, (8) MRS. ANJANA KAR, (9) MR. SOMNATH GANGULY, the Vendors therein and the said Registered Deed of Conveyance dated 13th day of August 2004, was registered before the Office of the District Sub-Registrar- II, Alipur, South 24- Paragans and recorded in Book No.  , Volume No.  , Pages     to    , Being No.   , for the year 2004 

 

3.         That pursuant to and interms of the said 3(Three) Deeds i. e. dated on 9th day of May of 2003, on 15th day of December 2003,and on 13th day of August 2004 the Said Society are became the absolute Owners in respect of the aforesaid Plots i.e. the Schedules A B & C Properties. Thereafter the Said Society had made an application being letter No. 81 dated 14. 12. 2004 before the Kolkata Municipal Corporation for amalgamation of the Schedule Nos.  A, B & C Properties into a Plot of Land and subsequently, the Kolkata Municipal Corporation amalgamated the Said Schedule Nos.  A, B & C Properties w. e. f 2/05-06 vide order No. Ad/M/115/088-81/04-05 dated 25. 05. 2005 (Assessee No. 41-115-12-0007-6) and newly numbered as 7, Raja Ram Mohan Roy Road, Kolkata- 700041,under Mouza- Sirity, R. S. Khatain No. 1103, 1102, 1096, 1109, Dag No.608 (in part), 609 (in part), 599 (in part), 607 (in part), 600 (in part), J. L. No. 11, now within the Kolkata Municipal Corporation Ward No. 115, measuring about 120 decimal, i. e. 03 Bigha  13 Cottahs 13 Chittak 27 sq. feet more or less.  

 

4.         That the Said Society had also made an application before the Block Land And Land Reform Officer (T. M. Block), 24- Paraganas (South) for mutation their name in the record of the Said Office and subsequently, the B. L. & L. R. O. was pleased to mutate the name of the Said Society in the record and further pleased issued CERTIFICATES

 

OF POSSESSION, NO ENCUMBRANCES and also LAND FIT FOR EDUCATIONAL  INSTITUTION on the basis of Conversion Certificate issued by the Collector And Land & Land Revenue Officer , 24Parganas, Government Of West Bengal under Memo Number  No.

54A (C )/ 3312/P dated 24. 07. 2006.

 

5. That SYAMAPRASAD COLLEGE, situated at 5/B, R. Das Gupta Road, Police Station Bhowanipore, Kolkata – 700026 and also 92, Syama Prasad Mukherjee Road, Kolkata – 700026, a degree College under Calcutta University and running various Educational Courses, hereinafter referred to as “THE COLLEGE” and the College has entered into a Memorandum of Understanding on 20th day of December, 2005 and thereby the College has given license to use and utilize the infrastructure of the College lying at 5B, R. Dasgupta Road, Kolkata – 700026 by the Society exclusively for its proposed Bachelor Degree in Education (B. Ed.) College, viz, Syama Prasad Institute of Education & Training (S.I.E.T.) for enhancement and proliferation of the equality Teachers Education in the State as well as excellence of education and the parties thereto have agreed to alter and modify the terms and condition of the said Memorandum of Understanding dated 28.12.2005 in the following manner :

 

     A.        The College therein, grant license to use and utilize exclusively by the Syama Prasad Institute of Teacher Education (S.I.T.E) for conducting Bachelor Degree (E. Ed.) College, the following College premises along with following rooms, table, chair, fan, equipment of laboratory and etc. for a period of 3 (three) years.

(A). LOCATION (TEMPORARY) :-  The  Said Society has Premises on temporary basis at 5B, R. Dasgupta Road, Police-Station- Bhawanipore, Kolkata – 700026 wherein the Registered Office of the Said Society is incorporated. The Proposed B. Ed. College, subject to approval/recognition by

 E. R. C., N. C. T. E.,   may be started here for a period of One year only, pending construction of its own house at the permanent Premise as noted below.

 

(B)       LOCATION (PERMANENT):-  The Said Society,  pursuant to and interms of the said 3(Three) Deeds i. e. dated on 9th day of May of 2003, on 15th day of December 2003,and on 13th day of August 2004 the Said Society are became the absolute Owners in respect of the aforesaid Plots i.e. the Schedules A B & C Properties, lying and situate (newly amalgamated Corporation Premises No.  7, Raja Ram Mohan Roy Road, Kolkata- 700041, under Mouza- Sirity, R. S. Khatain No. 1103, 1102, 1096, 1109, Dag No.608 (in part), 609 (in part), 599 (in part), 607 (in part), 600 (in part), J. L. No. 11, now within the Kolkata Municipal

 

Corporation Ward No. 115, measuring about 120 decimal, i. e. 03 Bigha  13 Cottahs 13 Chittak 27 sq. feet more or less. Syama Prasad Institute of Education & Training (S.I.E.T.), is provided with requisite Land and infrastructure to be constructed thereon as per N.C.T.E. Regulation “F”, 49-4/ 2006- N.C.T.E. ( N & S) dated 21. 06. 2006 under proviso   5.0,   (5.1, 5.1.1, 5.1. 2) and others relevant proviso. It is to be referred to here that proposed construction has already started on the aforesaid Land mentioned hereinabove and further 1000 Square Feet more or less Built-up area has constructed  and total construction is to be completed within a year before commencement of the Academic session i. e. 2007- 08.  

 

            TOTAL AREA OF POSSESSION

 

7.         The save and except the aforementioned Plots of Land i. e. Schedule A, B & C, lying and situated at 7, Raja Ram Mohan Roy Road, Kolkata- 700041 measuring about measuring about 120 decimal, that is 03 Bigha 13 Cottahs 13 Chittak 27 sq. feet more or less the Said Society has no other Land in its name as exclusive Owner or otherwise.   

 

8.         PERMISSION OF THE COMPETENT AUTHORITY to use the Land for Educational purpose, vide- Annexure  ‘(a)’ and Conversion Certificate, vide Annexure ‘(f)’. 

 

9.         MODE OF POSSESSION. 

            Ownership basis at 7, Raja Ram Mohan Roy Road, Police-Station-  Thakurpukur, Kolkata- 700041.

 

10.       That the List of Annexure as follows :-

We on behalf of Syamaprasad Institute of Advanced Education (SIAE) undertake to say the following :

1.      That for selection of teachers process has already been started. Advertisement in two leading New Papers (one in English, one in Bengali) dated March 8th, 2007 (vide copies attached on page no. 27 and 28 at Brochure submitted to the Members of the Visiting Team).

2.      That we have already asked for sending subject expert of the University (CU) on the selection committee to select competent candidates as per NCTE norms.

3.      That as soon as University would the send the name of their nominee (subject expert) we shall hold interview with in next 07days i.e. the total selection procedure will be completed with in 31st March, 2007.

4.      That after completion of selection we shall forward the names of the selected teaching staff along with principal accompanied with all the details of the Curriculum Vitae as per NCTE regulation to the authorities of NCTE (ERC), Bhubaneswar.

5.      Further that this information shall also be put on our Web Site www.syamaprasadinstt.org .
